PRESCRIPTION DRUGS, MEDICARE -- Democratic Versus Republican Plans

28 September 2000

It's 40 days until the election and Al Gore and the Democrats are taking the lead on protecting Medicare and ensuring prescription drug coverage for ALL seniors.  The Democratic plan will:

     - Give all seniors an affordable prescription drug plan
     - Secure the Medicare fund in a "lock box"
     - Ensure that seniors have choices in health care providers

Al Gore and George W. Bush have very different approaches to what they would do with Medicare.

Take a look at the facts and decide for yourself:

AL GORE AND THE DEMOCRATS WANT TO:
Improve Medicare by adding a prescription drug plan that ensures that ALL seniors will have access to affordable prescription drugs.  No one should have to choose between buying the medication they need to live and buying the food they need to eat.

BUSH AND THE REPUBLICANS WANT TO:
Provide inadequate prescription drug coverage that leaves out MILLIONS of seniors who need help. The first part of their plan relies on state welfare systems to provide the benefits.
This approach is projected to cover only 700,000 seniors out of 13 million seniors currently
without prescription drug coverage, if states participate at all, which they are not required
to do. The second part of their plan requires seniors to beg HMO and insurance companies for coverage and would leave out millions of middle class seniors.

AL GORE AND THE DEMOCRATS WANT TO:
Protect Medicare by securing the budget surplus ($360 billion over ten years) in a "lock box," so that Medicare payroll taxes can only be used for Medicare and paying down the national debt.

BUSH AND THE REPUBLICANS WANT TO:
Raid the Medicare surpluses. Bush's plan takes $259 billion out of Medicare taxes to pay for a massive tax cut that benefits the wealthiest 1% of Americans.

AL GORE AND THE DEMOCRATS WANT TO:
Modernize Medicare by making sure that seniors have choices in health care providers.  Seniors will be able choose their own doctor and the health plan that makes sense for them.

BUSH AND THE REPUBLICANS WANT TO:
Force seniors into corporate HMOs by raising premiums in traditional Medicare. Raising premiums would force many seniors out of traditional coverage and into more expensive managed care plans.

THE FACTS: Al Gore and the Democrats are taking the lead on protecting Medicare. Al Gore's plan ensures that all seniors get the prescription drugs they need, secures the budget surplus in a "lock box" for Medicare, and gives seniors choices in selecting health care providers.

Tongue-Tied Texan Stunned By Gore Bounce?

August 22nd:

Remember how Bush needed a siesta before delivering his prime-time convention acceptance speech because it was already past his bed time?  Bush is scheduled to go off the trail tomorrow, maybe because his campaign performance over the last two days revealed the Texan's deep need for a nap and his pillow.  At a Republican fund-raiser last night, Reuters reported today, "the Republican presidential candidate turned a 16-minute fund-raising speech into a linguistic massacre."

Now Bush Cribbing Quayle

Bush mystified Republican donors last night in Des Moines by apparently
forgetting the first Clinton-Gore administration (1993-1997), saying, "When we carry Iowa in November, it'll mean the end of four years of Clinton-Gore.'' [Reuters,  8/22/00]

This is reminiscent of – who else – Dan Quayle, when he promised two years ago that regardless of who wins the Republicans' 2000 nomination battle, "Let me just be very clear that the Republican Party will select a nominee that will beat Bill Clinton." [CNN "Inside Politics," 6/2/98]

How Do You Pronounce "Phonetic?"

Speaking this morning at an Illinois elementary school, Bush praised phonics,
saying that "phoneetic awareness works." [Remarks at Harrison Primary School, CNN, 8/22/00]

Just Not Ready for the Job

Asked by a Des Moines, Iowa fifth-grader yesterday how it felt to run for
president, Bush replied, "It's exciting," adding, "I don't know whether I'm going to win or not.  I think I am.  I do know I'm ready for the job.  And, if not, that's just the way it goes." [Associated Press, 8/21/00]
